How the practice works
The practice draws 30 questions from a bank of 48 so that all six topics are covered. There are four options and they are shuffled every time, so what sticks is the rule rather than the position of the right answer. The real exam has at least 30 questions and passing takes 80 % of the maximum score — the same threshold applies here. The questions are in Finnish as in the real exam; a translation opens with a button, and after each answer the explanation appears in your own language with its source.

Are these the real exam questions?
No. There is no national question bank for the anniskelupassi — each university of applied sciences or vocational education provider writes its own questions from the authority guidance. These questions are written from the same material, and every explanation names its source.
Who needs the anniskelupassi?
Whenever the premises are open to customers, a representative of the licence holder must be present — the responsible manager or another person named for the task — whose competence is shown by the anniskelupassi or by a qualification certificate covering the same content. So it is not required of every waiter, though many employers ask for it anyway.
What is the real exam like?
It has at least 30 questions and passing takes at least 80 % of the maximum score. It is based on the serving guidance of Lupa- ja valvontavirasto and covers the serving prohibitions, the staff duties of supervision and order, the serving area and the serving hours. The question type and the time allowed are not laid down in law, so they vary between institutions.
Where can the exam be taken?
At a university of applied sciences providing restaurant-sector training, or at a vocational education provider. They also issue the certificate. Lupa- ja valvontavirasto neither administers exams nor issues certificates; it approves the certificate template and guides the institutions.
How long is the anniskelupassi valid?
Indefinitely. Neither the Act nor the decree sets a validity period, and the certificate follows the person from job to job.
Can work experience replace the certificate?
Not today. The 1994 Alcohol Act had a route through work experience, but the Act now in force recognises only the anniskelupassi or a certificate of a qualification that covered the same content. The accepted qualifications are listed in the decree.
Which authority supervises serving in 2026?
Lupa- ja valvontavirasto. Both Valvira and the regional agencies ceased on 1 January 2026 and their alcohol tasks moved to it. Many guides, forms and web pages still say aluehallintovirasto — the text is out of date, not the law.
