Collective agreement minimum pay 2026

Finland has no statutory minimum wage. The floor is set by the sector’s generally binding collective agreement (yleissitova työehtosopimus), and every employer in that sector has to follow it — including the ones that belong to no federation. Paying below the table is not allowed; paying above it is.

This calculator covers two agreements: hospitality, hotels and leisure (table in force since 1 June 2026) and cleaning and property services (since 1 August 2026). Leave empty for full time and the monthly figure from the table is used. For part-time work, enter the hours: the calculation then uses the hourly rate printed in the same agreement, rather than dividing the monthly one by an assumed norm.

Hour-based supplements

Sunday work is paid at double rate under the Working Hours Act (työaikalaki 872/2019, section 20), not under the collective agreement. The rule holds even in sectors that have no agreement at all.

This agreement doubles the evening and night supplements on Sundays and public holidays. The calculator does not work that out: it would need to know which of the evening hours fell on a Sunday.

How this is calculated

The calculator takes the collective agreement's wage table that is in force today and reads the rate for the group you pick. In hospitality the group depends both on the job title and on the strength of the alcohol served, and within a group the rate rises with years in the sector across four tiers. Cleaning and property services has no experience tiers: there the group comes from points scored against the work itself. Enter hours and the calculation uses the hourly rate from the same agreement. Evening and night supplements are added at the agreement's rates, Sunday hours at the rate the Working Hours Act sets.

What a pay group is, and how you end up in yours

In hospitality the group follows the job title and the strength of the alcohol served on the premises. The threshold is 5.5 % by volume. A cook or a waiter in a café, fast food outlet or restaurant without spirits sits in group 2; the same jobs on fully licensed premises sit in group 4. At the start that is 1,942 € against 2,179 € — a difference of 237 € a month under an identical contract of employment. Group 3 stands apart: staff canteens, preparation and production kitchens.

Each group has four tiers: under 2 years, over 2, over 5 and over 10. They count years in the trade rather than years with this employer, so moving to another restaurant does not reset what you have built up.

The cleaning and property services agreement works differently: it maps no pay group to any job title at all. What is assessed is the particular job — the skill and interaction it demands, the responsibility it carries and the conditions it is done in. The total, between 17 and 69 points, picks one of ten groups. The agreement puts it plainly: what is assessed is the work tasks, not the worker. Two cleaners at one company on two sites can therefore be paid differently and lawfully, and comparing sectors by job title is meaningless: a cleaner in group 2 earns 2,027 €, more than a cook in group 2 of the other agreement.

Both tables print the hourly rate separately, and it does not come from a round number of hours: hospitality divides the monthly rate by 159, cleaning by 161. For part-time work the calculator therefore uses the agreement’s own hourly rate instead of dividing the monthly one by an assumed norm — the two give different answers.

Frequently asked questions

Is this the minimum wage or the sector average?

Why does one cook earn more than another in the same job?

Why can you not simply say what a cleaner earns?
