The general housing allowance (yleinen asumistuki) covers 70% of your accepted housing costs after the basic deductible is subtracted. For example, a person living alone in Helsinki with accepted housing costs of €563/mo and income of €1,200/mo can receive about €240/mo. The allowance is paid only if it is at least €15/mo.

Students moved to the study grant's housing supplement on 1.8.2025. Åland is calculated differently (80%). This calculator is an estimate, not a Kela decision.
How is the general housing allowance (yleinen asumistuki) calculated?
The general housing allowance is 70% of your accepted housing costs after the basic deductible — using 0.7 × (accepted costs − basic deductible). Accepted costs include rent and the water charge, but only up to your municipality's maximum. Municipalities fall into three groups: the capital region, larger cities and the rest. The basic deductible is 50% of the part of household gross income that exceeds €667 + €94 per adult + €296 per child; low-income households have no deductible at all. From 2026, assets can also reduce the allowance. It is paid only for rental housing and is tax-free. If the calculated allowance is below €15/month, it is not paid.
How is the general housing allowance calculated?
The allowance is calculated as: 70% × (accepted housing costs − basic deductible). Accepted costs are capped at the municipality-group maximum: in the capital region (group 1) €563/mo for a one-person household, in larger cities (group 2) €447/mo, and elsewhere (group 3) €394/mo. Larger households have higher caps.
The basic deductible (perusomavastuu) is 50% of the part of income exceeding the base amount: €667 + €94 per adult and €296 per child. The higher your income, the larger the deductible and the smaller the allowance. When income is low enough there is no deductible and the allowance is 70% of the housing costs.
The 2024 reform cut the compensation rate from 80% to 70% and removed the €300 earned-income disregard. Owner-occupied dwellings are no longer covered (rental only, from 1.1.2025), and students moved to the study grant’s housing supplement (1.8.2025). From 2026 an asset test applies: for one adult over €10,000 and for two adults over €20,000 of net assets, 20% is counted as income.

Yes. From 2026 an asset test applies: for a one-adult household over €10,000 and for two adults over €20,000 of net assets, 20% is counted as annual income. If net assets are €50,000 or more, no allowance is paid.
Do students get the general housing allowance?
Generally no. From 1.8.2025 students moved back to the study grant’s housing supplement. The general housing allowance can still be received, for example, when the household includes people who are not students.
How does the municipality affect the allowance?
Accepted costs are capped by group: group 1 (Helsinki, Espoo, Vantaa, Kauniainen) highest, group 2 (large cities) mid, group 3 (rest of Finland) lowest. In a more expensive area you can get more allowance for the same housing costs.
