From 1 October 2024 the general period-of-residence requirement for Finnish citizenship is 8 years. A shorter period is enough in some situations: with sufficient Finnish or Swedish language skills or with a Finnish-citizen spouse, 5 years; for a stateless person, 5 years; and for a Nordic citizen, 2 years.

What is the period counted from?
The period is counted from the day you received your first continuous residence permit (A permit). If you already held an A permit when you arrived, it is counted from your arrival day. Time on a temporary permit (B permit) counts as half. For temporary protection the period is counted from the first A permit, and for asylum from the application date.
Time spent abroad
During the required period you may spend a total of at most 365 days abroad, of which at most 90 days in the year immediately before applying. Excess days push the application date forward. The days you leave and return count as residence in Finland. If you have lived in Finland at least 2 years longer than required, the 365-day limit may be exceeded.
What else does citizenship require?
- You are at least 18 and your identity has been established.
- Proof of the required Finnish or Swedish language skills (e.g. a YKI certificate).
- Integrity: no offences that prevent citizenship.
- Secure income: you have not received unemployment benefit or social assistance for more than 3 months in total during the past 2 years.

How is the period of residence calculated?
For Finnish citizenship you must have lived legally in Finland continuously for a certain period. The general requirement from 1 October 2024 is 8 years. A shorter period is enough in some situations: 5 years with the required language skills, if your spouse is a Finnish citizen (and you have lived together for at least 3 years), or if you are stateless; 2 years for Nordic citizens or if your spouse is a Finnish citizen and a diplomat. The period is counted from your first continuous residence permit (A permit). During the required period you may spend at most 365 days abroad.
Period of residence by situation
The required continuous period of residence depends on your situation: the general requirement is 8 years; 5 years is enough if you show sufficient Finnish or Swedish language skills or you have lived with a Finnish-citizen spouse (together for at least 3 years); 5 years for a stateless person and a person granted international protection; and 2 years for a citizen of a Nordic country (Sweden, Norway, Denmark, Iceland).
The period is counted from when you received your first continuous (A) residence permit and moved to Finland. Time spent on a temporary (B) permit is usually counted only at half. Trips abroad use up the period: you may be away at most 365 days in total, and at most 90 days in the last year before applying. Absence beyond that pushes your earliest application date forward.
