Finnish citizenship test practice 2027
The citizenship test enters into force on 1 January 2027 and applies to applications filed on or after 1 March 2027. This practice test draws 20 questions from the topics named in the act: the key legislation of Finnish society, fundamental and human rights, equality and gender equality, and the history and culture of Finland. The questions are in Finnish as they will be in the real exam, a translation opens with a button, and the explanation after each answer comes with its source. These are not the official questions of the exam.

How the practice test works
Twenty questions are drawn at random from a bank of forty, with an equal share from each of the four topics. The order of the options is reshuffled every time, so the position of the correct answer cannot be memorised. The question and the options are in Finnish, as they will be in the real exam; a translation opens with a button, and after you answer, the explanation appears in your own language together with its source. The pass mark here is 75 per cent — no official pass mark for the exam has been published.

Are these the real exam questions?
No. No official question material has been published. The act names the topics of the exam, and this practice test follows them: the key legislation of Finnish society, fundamental and human rights, equality and gender equality, and the history and culture of Finland.
When does the citizenship test start?
The law enters into force on 1 January 2027, and the test applies to applications filed on or after 1 March 2027. An application filed before that is processed without the test, even if the decision comes later.
Who does the test apply to?
Applicants aged 18 to 64. Those aged 65 or over are exempt, and an exemption is possible on grounds of health or disability. The test need not be taken by anyone holding the matriculation examination in Finnish or Swedish, or a higher education degree completed in Finland in either language.
What form does the exam take?
An electronic multiple-choice test in Finnish or Swedish. It is based on publicly available material, so it is possible to prepare for it in advance.
Is passing the test enough for citizenship?
No. Citizenship also requires the residence period, language skills, integrity, secure means of support and established identity. The test is one condition among several.
