The general rate rose from 24% to 25.5% on 1.9.2024; the reduced rate fell from 14% to 13.5% on 1.1.2026. The rate is determined by the date of delivery of goods or completion of a service. Healthcare, insurance and financial services, and residential rent are VAT-exempt. This is an estimate; check the correct rate at vero.fi.

How is VAT (ALV) calculated?

VAT is calculated from the net price: VAT = net price × rate / 100, and gross price = net × (1 + rate/100). If you know the gross price and want to extract the VAT, divide the gross price by (1 + rate/100) to get the net price; the difference is the VAT. For example, at 25.5% the VAT share of a gross price is price × 25.5 / 125.5. Finland's 2026 rates are 25.5% (general), 13.5% and 10% (reduced) and 0% (e.g. exports). VAT liability begins when turnover exceeds €20,000 per year.

What are the VAT rates in 2026?

The standard rate is 25.5%, applied to most goods and services. The reduced 13.5% (lowered from 14% on 1.1.2026) covers, among others, food, restaurant and catering services, medicines, books, sports services, passenger transport, accommodation, and cultural and sports events. The reduced 10% from 2026 covers only newspapers and magazines.

The zero rate (0%) covers, among others, exports outside the EU and B2B sales within the EU. Exempt (no VAT) are, among others, healthcare, insurance and financial services, and residential rent.

Price with VAT = net price × (1 + rate). To extract VAT from a gross price: VAT = gross − gross / (1 + rate). A small business must register for VAT when turnover exceeds €20,000/yr (raised from €15,000).
